Chocolate Chip Toffee Bars – chocolate chip cookie bars with a layer of chocolate fudge and toffee candy in the middle. Gooey, chocolate-y and delicious!
If there is one dessert that I can literally never say no to, it is Chocolate Chip Cookies. Especially if they are warm, and still gooey from the oven. So these bars that are filled with a layer of fudge and toffee in the middle come around, I could pretty much just eat the whole pan.
Chocolate Chip Toffee Bars
If you are a fan of chocolate these are for you! It is hard to count all the different forms of chocolate that are involved. It starts with a chocolate chip cookie dough, that you can buy from the store or make your own. And then there is a layer of chocolate fudge, chocolate heath toffee bits, and topped with more cookie dough.
They are gooey, chocolate-y and over the top amazing! But they are also so darn easy to make!

- Chocolate Chip Cookie Dough – you need about 2 1/2 cups of dough, which is about a tube of the store bought dough, or about 1/2 of a batch of homemade dough. So use whatever works for you! Or you can use the hole thing and make a full 13×9 inch pan instead of an 8 inch pan.
- Sweetened Condensed Milk
- Chocolate Chips – you can use milk chocolate or semi-sweet or even dark chocolate, just depends on how sweet you like your desserts.
- Heath Toffee Bars – I buy a bag of the fun-sized bars in the grocery store and then just chop for this recipe. That way you get bigger pieces. But you can also buy the crushed bits from the baking aisle.
How To Make Chocolate Chip Toffee Bars
- Start by lining your baking pan with parchment paper or foil. I like to do this so I can easily take the whole batch out and cut into squares. It just keeps things cleaner in the end, but is definitely an optional step.
- Press about 1 1/2 cups of cookie dough into the bottom of the pan. You want it to be about 1/2 inch thick.
- Pour the sweetened condensed milk and chocolate chips together in a bowl. Microwave for 45 seconds. Stir and repeat at 30 second intervals until melted and completely smooth.
- Pour chocolate over the layer of cookie dough.
- Sprinkle chopped Heath bars over the chocolate layer.
- Break apart about 1 cup of cookie dough and sprinkle over the top of the bars. It will not completely cover everything, you will see bits of chocolate peaking through, that is ok.
- Bake until the top is golden and set. Remove and let the bars cool before serving.
Storage
These bars will last for 3-4 days in an airtight container at room temperature. You can also freezer them for 3-4 months. Let them thaw at room temperature for a few hours before serving.

Gooey Chocolate Chip Toffee Bars
Chocolate Chip Toffee Bars - Gooey chocolate chip cookie bars with a layer of chocolate ganache and Heath candy.
Ingredients
- 1 batch chocolate chip cookie dough (see notes)
- 7 oz (1/2 can) sweetened condensed milk
- 1 (12 oz) bag milk chocolate chips
- 14 fun size Heath bars, crushed
Instructions
- Preheat oven to 350º F. Line an 8 inch square pan with foil or parchment paper. Set aside.
- Press about 1 1/2 cups of dough into the bottom of the pan. It should be 1/2 inch thick.
- Melt chocolate chips and sweetened condensed milk in the microwave together until smooth.
- Spread melted chocolate over the cookie dough.
- Sprinkle crushed Heath bars over melted chocolate.
- Break small pieces of dough, and sprinkle over the chocolate. Use about 1 cup of dough. You will still see some chocolate peaking through, but it should mainly cover it.
- Bake for 25-30 minutes. The top should be set, and golden.
- Remove from oven, and let cool before serving.
Notes
If using homemade dough (recipe here), you will have some leftover. Scoop golf ball sized balls of dough onto a cookie sheet. Freeze for 1 hour. Remove balls of dough and place in a freezer safe bag. Now you can bake fresh cookies whenever you want!

When I melted the chocolate and condensed milk it turned into a sticky caramel, not pourable by any means. Is it supposed to be like that?

No, that did not happen to me. Chocolate can seize up if you heat it too quickly. How did you heat it? You can do it over a double boiler, or in the microwave. I put both the milk and the chocolate in a bowl, and microwaved at 50% power at 45 seconds intervals, stirring eat time, until it was all melted together.
